The strongest verification pairs a document the applicant produced with one they did not control. Pay stubs plus bank deposits. A tax return plus 1099s. An offer letter plus an independently verified employer phone number.
Where both documents come from the same place, you have one source, not two.
Practical fraud checks
Do year-to-date totals reconcile with the pay period and the pay date?
Is tax withholding plausible for the stated gross?
Does the employer exist independently of the applicant's document — website, registration, listed phone number you found yourself?
Do bank deposits match the stated net pay, in amount and timing?
Are PDF documents edited? Check metadata and font inconsistencies.
Does the applicant resist providing bank statements while offering unlimited pay stubs?
Income you should count
Wages, self-employment income, benefits, pension, disability, child support and alimony under order, and documented household income from a co-applicant. In many jurisdictions, refusing to count lawful non-wage income — particularly housing assistance — is a source-of-income discrimination issue.
Handle the documents responsibly
Income documents contain some of the most sensitive data a person will ever hand a stranger. Collect them through a system with private storage and access controls, not by email. Keep them only as long as you need them and dispose of them securely.
